Odisha’s Tourism Vision Takes Shape: Government Approves ₹125 Crore Satapada Regal Paradise Resort on Chilika Lake
Odisha has long been one of India’s most rewarding destinations. The Jagannath Temple in Puri, the Sun Temple at Konark, and the wetlands and wildlife of Chilika draw visitors from across the country and the world. What the state has lacked is hospitality of the standard these places deserve. That is now changing.
A Region Built for Growth
Odisha is planning its next phase of growth around the Bhubaneswar–Cuttack–Puri–Paradeep Economic Region (BCPPER). The State Government and NITI Aayog have jointly prepared an economic plan for the region, with more than 65 priority projects and 37 policy reforms. It aims to build an integrated growth hub while protecting the cultural character of each city. Puri, the region’s spiritual and tourism anchor, is one of its four core cities.
Connectivity is moving in step. In September 2026 the Union Cabinet approved the ₹8,300 crore Rameshwar–Paradeep coastal highway through Puri and Konark. It is designed to ease travel across the coastal belt and improve access to Puri and the proposed international airport there. The Shree Jagannath International Airport at Puri received Stage-I forest clearance in April 2026, a key step towards bringing international and domestic flights to the Puri–Chilika region.
Tourism grows where connectivity grows. For destinations like Puri and Chilika, these investments can transform how easily visitors arrive and how long they stay.
A ₹125 Crore Government-Approved Project
The Government of Odisha has been approving quality hospitality projects through its Tourism Policy and the State Level Single Window Clearance Authority (SLSWCA). The framework combines faster approvals, land allocated for tourism, and support for new investment.
Satapada Regal Paradise Limited is proud to be among the projects approved under this framework. The SLSWCA approved the project, a 5-star lakefront resort with an investment of ₹125 crore, at its 142nd meeting on 25 November 2025. In January 2026, the Department of Tourism, Government of Odisha, allocated 18 acres of lakefront land at Satapada for the resort.
Where Chilika Meets the Sea
Satapada sits where Chilika Lake, Asia’s largest brackish-water lagoon, opens into the Bay of Bengal. It is the gateway for sightings of the Irrawaddy dolphin and one of the most visited points on the lake. It lies within easy reach of Puri and the region’s planned infrastructure, which puts it at the centre of the BCPPER tourism story. Most visitors to Satapada still return the same day, because the area has no resort of international standard.
The planned resort will offer about 125 keys across lake-view suites, garden cottages and villas, with banquet and event spaces and experiences built around the lake. It is planned to be operated by an international hospitality brand, bringing global service standards to Chilika.
Built with Care for Chilika
Chilika is a Ramsar wetland of international importance. The project will be developed responsibly and in line with all applicable environmental approvals.

Satapada Regal Paradise is part of Regal Paradise Group, which is developing hospitality projects at key destinations across Odisha. Design and planning are under way, and the resort is targeted to open in 2029.
